Chandigarh: The Union Territorial administration of Chandigarh has taken an important step towards solving the problem that Chandigarh faces with traffic congestion Basement parking spaces had been made mandatory for all commercial buildings. Beside offices such buildings are to include malls, cinema halls, multiplexes, hotels, marriage halls and sites in Rajiv Gandhi Chandigarh Technology Park (RGCTP). For buildings that do not have a very privileged location that allow parking, basements are ordered to be used exclusively for parking. Basements should also have proper lighting and ventilation.Basement area for parking will be included in the floor space index of the building. But the administration is allowing certain advantages for basement parking such as multi-level parking will be exempted from the rules that are applicable to floor area ration (FAR). The same and some more perks will be allowed for mechanical multi-level parking.Hotels should have provision for 1 Equivalent Car Space (ECS) for every 3 bedrooms in the hotel. Smaller plots should have 2 ECS per 100 sq mt, sites such as the ones in technology parks should have 4 ECS. Marriage and banquet halls should have 130 ECS for per acre area they occupy.This rule had already been notified by the administration in October 2008. But enforcement had been pitiable and hence many areas still have on road parking. This has created major congestion in areas like Phase I Industrial Area where commercial buildings such as hotels and malls, have been constructed on industrial plots converted for commercial use.
