Mumbai, the financial capital of India and an important business hub of the world is shimmering with multistory plush skyline of buildings, and yet it possess a big stain of the Asia’s largest slum “Dharavi” situated exactly at the heart of the city. The first phase of the Dharavi slum redevelopment may get ready by the end of the year as it has caught up in tug-of-war between multiple groups. The major issue over the Dharavi redevelopment is the public-private dispute which can lead to further postponing of the redevelopment project of the Dharavi slum.Amidst great interest from the government, the Dharavi redevelopment project is hanging on the tenterhooks from a decade and now it is in the critical state with problems like eligibility criteria and various other disputes. Earnst and Young will help Maharashtra Housing and Development Authority (MHADA) in redevelopment of Dharavi sector 1 to sector 4. The company will do a feasibility study to suggest tendering process for the actual development of these sectors with various alternatives. Sectors 1 to 4 have been divided in separate sub zones and authority is planning to develop them in phases by giving out tenders to developers. The Authority has invited bids from developers for the redevelopment of Dharavi slums.Revamp of DharaviSpread over 460 acres of land between Matunga and Sion, Dharavi accommodates over 2 lakh population. According to the revamp plan for Dharavi slum 151 acres of the area will be used for the rehabilitation of the residents. The remaining area will be used for various amenities and reservations by the civic authority. The Dharavi revamp plan is a part of the State Government’s plan to transform the financial capital, Mumbai into an international finance center in the future. The Government has allotted Rs 50,000 crore for the make over of Dharavi slum which will include development of an integrated urban transport system for the redevelopment project comprising the suburban rail network and metro rail link and sea links. The makeover plan of the Dharavi slum comprises rehabilitation of the 60,000 families living in the slums along with infrastructure development in the proposed revamping project.The Revamp plan of Dharavi seeks to carve up 460 acres are into distinct zones comprising residential area with various amenities like schools, colleges and hospitals; commercial zones. The rehabilitation of families will include a multistory housing projects with each resident assigned a living space. Developers will get 40 million sq ft saleable area for homes and offices, once they provide 30 million sq ft of housing, schools, parks and roads for the slum dwellers.Problems in Revamp ProcessThe Revamp of Dharavi has given rise to many disputes; the major dispute between the authorities and local residents of the Dharavi is regarding the size of the dwelling units which will be provided to the slum dweller as rehabilitation. Government authorities have currently determined the size of the units in the range of 300 sq ft to 400 sq ft according to the current dwelling unit sizes of the residents. Activists and groups have demanded that the size of the units must be equal for every slum-dweller. Dharavi slums have several manufacturing units; these owners are demanding higher space as they own a space ranging in between 200-1000 sq ft in the current slum area.The problem from land owners is also a big issue in the revamp plan of Dharavi slum; such land owners are asking for the permission of self development or asking for the exorbitant prices.
