Housing Ministry Requests for Easier Real Estate Project Clearances

housing-project-clearanceLarge residential projects usually need to take approvals from several different authorities before starting a project whereas the supply for affordable housing projects is decreasing gradually due to the long clearance process. Therefore a committee under Housing Ministry has proposed a technologically enabled single-window clearance system for the smooth and swift working of the approval process and also which would help the developers to cut down the cost of their housing projects.The committee which is aiming to simplify the approval procedures has recommended initiating a nodal agency that will act as a single window system and organize approvals from various authorities. This will make the whole process of the clearance very easy and fast.Affordable residential projects will have a speedy process with a 60-day clearance window. This will help in increasing the supply of affordable homes.Approvals for the high-end and big residential projects in the metro cities are very time consuming. In cities like Bangalore, Gurgaon, Chennai, the process can last upto three years whereas   in Mumbai it will take three and a half year for the clearance process. This results in 40% rise in cost of homes. Therefore the single window process can help to bring down the project cost.To tackle the issues like lack of clarity in the approval process, the committee has asked to create a summarized process and estimated time required for the approvals from state and central state governments. A flowchart has been prepared indicating the entire approval process of the realty project along with the sample combined application form. The committee has also requested for the removal of duplicity and redundant approvals to shorten the clearance process.According to the report, there are also chances in elimination of No-Objection Certificate (NOC) from certain authorities, if the restricted areas are marked as green, yellow or red.To bring more clearness and simplicity in the clearance procedure, the committee has also decided to upload the list of the approved projects on the respective websites and provide online information about the status of the applications for the approvals.
