The urban Development ministry has taken this decision to bring solace to the home buyers which tend buy such pre launch offers and many times such home buyers are ransacked as projects do not posses specified approvals.Pre-launch offers have become easy money for developers and builders as they can collect huge advance for proposed project before acquiring necessary clearances. Most of the developers tend to pre launch their property without getting their land tittles clear or even before getting significant project clearances from the authorities.According to the new bill developers cannot sell housing units in their projects before registering with authority and to register with authorities they need to procure all the relevant clearances from various respective departments. Hereafter developers have to take permissions from the government before launching their project and start selling their housing units in projects. If government finds a developer offering a pre launch houses, he will be liable to the legal punishment according to the law.Developers usually keep 8 to 10 months gap between pre launch and actual commissioning of the project so that they could achieve all the clearances from respective authorities. Developers and builders have responded negatively to the decision as it will ban all prelaunch offers and limit the advance income of developers.Sanction of regulation to ban pre launch offers is expected to affect the real estate market on a huge scale.
