Hyderabad: The Greater Hyderabad Municipal Corporation (GHMC), in a drive to increase transparency and uproot corruption in the building approval system, will be integrating the approval system with the online property tax an occupancy certification system. This integration is also supposed to check delays that occur in getting the building plan approval.Accepting online application for clearance is still at an experimental stage. The GHMC will launch full-fledged online clearance process from the next month. The Municipal Administration and Urban Development (MA&UD) Department will be issuing the relevant GO within the coming couple of weeks which is required for the initiative.With the implementation of the online application and approval system building plan applications will require much less time to acquire permission. Previously the town planning staff required several months to issue approvals to non high-rise buildings and high-rises received approvals almost 6 months after their application. Now this time period will be drastically reduced. Building permissions for buildings with ground plus four floors will now be issued within 15 days at zonal and circle levels. High rises will receive clearance within 30 days.The system to approve building permissions online will use Auto DCR software. Such a system is already in place in several municipal corporations such as in Nagpur, Pune, Chennai, Thiruvananthapuram, Coimbatore and a number of other cities.In this system the drawings and maps have to be uploaded for approval. The software will then read the CAD drawings and recognize the maps automatically. It will then either approve the building plan or deny approval. Denial will be sent out basically if the plan is not according to the rules. However if there are other reasons for denial, the software will also cite those reasons. The software will also generate area statement table, FSI tables, fee and other information required for reference.Ronald Rose, GHMC additional commissioner (Planning and Projects) said, “Section officers of town planning wing are being provided special mobile phones loaded with the software. Nearly 100 mobiles have been procured .The town planning staff visit the proposed spots for construction and take images of the sites at different stages of construction.
