Hyderabad: The Greater Hyderabad Municipal Corporation (GHMC) has rejected the proposal for linking property registration to occupancy certificate. This has been done in an effort to control the intense spreading of illegal construction in the city. GHMC has instead urged the registration and stamps (R&S) department to insist on an occupancy certificate. This is applicable for all approved building plans within Tamil Nadu.The issue had been approved on 30th April by Andhra Pradesh Chief Minister N Kiran Kumar Reddy. He ordered the revenue department to make necessary amendments to suit the proposal put forth by the municipal corporation.The new rule makes occupancy certificate compulsory for all buildings irrespective of size or area occupied by the structures. Only buildings built according to the sanctioned plan over 100 sq mt will receive occupancy certificates. Though the GHMC issues 7000 to 8000 building permissions each year, only 600 to 700 building owners have occupancy certificates. GHMC commissioner MT Krishna Babu said, “If the registration department makes registrations for the permitted built-up area of buildings as per the sanctioned plan, most of the unauthorized constructions will be controlled. For this, the Registration Act needs to be amended by incorporating an appropriate clause in section 21.”Deviations that occur in major buildings sized between 200 and 500 sq mts can be controlled with mortgage rule but it was hard to do so in case of buildings with an area under 200 sq mts.
