Delhi/NCR: Applicants seeking for building plan approval can take a sigh of relief, particularly small residential plot owners. As per the modified Delhi Building Bye Laws, residential plots of up to 100 square metres area will be exempted from approval process. A 30-day time limit has been set for approval or rejection of building plans for plots that range from 100 sq m to 20,000 sq m. If the owner gets no-response within the fixed time then it will be interpreted as deemed approval.The owner can start with the construction process after handing over all the information in single page to the concerned authority.The revised Building Bye Laws has also suggested single window system for sanctioning building plans that are above 20,000 sq m. To deal with the plots above 20,000 sq m, high powered board has been appointed. This committee would comprise of representatives of various agencies and also include urban development ministry. According to a government source, the board has also proposed to appoint a secretariat to assist and process such applications.The sources said that the changed byelaws will act as a complete reference ready reckoner by incorporating the 1983 notified building byelaws and various changes that have been consequently made in over past 31 years.An official said that they have clearly determined the roles and capabilities of the professionals and organizations like architects, engineers and town-planners. It also clarifies which project requires approval from Archeological Survey of India, Heritage Conservation Committee or National Monument Authority.
