The stamp and registration department of Ghaziabad has decided to settle down the registration norms for flats in high-rise buildings within the city.The requirement of completion certificates of project during the registration process will be completely eliminated, however the projects approved by the development authority after 2011 will mandatorily require to submit the ‘deeds of declaration’ for those projects.Guidelines with respect to the new norms have been issued to total 5 sub-registrars of the city. The decision regarding the norms was taken in a meeting participating, district administration’s revenue department, stamps and registration department and Ghaziabad Development Authority. Also representatives of certain real estate firms joined this meeting.According to the officials of stamp duty department, the need of ‘completion certificates’ and stamp papers is unnecessary as the flat owners usually go for the registration only when the apartments are constructed, disregarding the complete project status.Individual flat registration will be unreasonably delayed, if the flat owners unnecessarily wait till the project completion for acquiring the completion certificates.The District Administration with respect to the recent issued order has made submission of ‘Deeds of Declaration’ compulsory. This decision was taken when the Federation of Apartment Owners’ Association (FedAoA) of Ghaziabad notified the administration about the exchequer losing huge amount which it earned from illegal project as ‘compounding charges’.However, the FedAoA is not satisfied about the decision.
