Kolkata: It seems that the fact that there will be no new business initiatives without procurement of new land to set businesses up seems to have finally hit the Mamata Banerjee government in West Bengal.The West Bengal government will now allow state agencies to buy land whenever it is available directly from the farmers and sell these lands to industrialists whenever there is demand. Through this process the commerce and industries department is allowing the businessmen and industrialists a single window access to land that effectively circumvents the grueling process of negotiation with the farmers which in the past had also led to business disasters. The move is also to give Bengal an impetus for becoming an investment destination, something the state needs to achieve urgently.The West Bengal Industrial Infrastructure Development Corporation (WBIIDC) will soon start looking for land for the development of industrial parks in the districts. These industrial parks are going to fuel Bengal’s growth. The parks will span an area of 100 to 500 acres each. WBIIDC is yet to decide the method it will use to purchase land. The related decision will possibly be taken some time in November at the WBIIDC board meeting. Land will also be bought by the West Bengal Industrial Development Corporation (WBIDC).According to government officials this move will not see a departure from the government’s hands off policy that clearly states that the present government will not take away land from the farmers to bring about industrialization. There will be no forcible land acquisition. Land will be bought from farmers directly by state agencies and the farmers will be paid their asking amount.This also comes across as the government’s strategy to bypass the new land acquisition Bill passed by the Lok Sabha. By letting state agencies freely buy land the state government can avoid the tough clause of compensation and rehabilitation stated in the Act.
