Land Bill Poses New Problems for Maharashtra

maharashtra-land-billMumbai: As the days pass, the Land Acquisition, Rehabilitation and Resettlement Bill, 2011 which had been passed by the Lok Sabha recently is bringing in new problems every day. Maharashtra, one of the most highly industrialized states in India, will be hard hit by the stipulations of the Bill.The state did not openly oppose the Bill. But a presentation was made to the standing committee in the Parliament which was responsible for studying the Bill to explain how the state will be put into a very difficult position by the Bill. The cost escalation that will be caused by the clauses of the Bill will make most of the infrastructural projects in the state impossible to be carried out. The Cabinet apparently approved of the presentation.However the government has an altogether different attitude towards the complaints. In their presentation it was stated that inspite of the cost of resettlement and rehabilitation added to that of the land, the economic returns of the project will be much greater and there will be no loss. The government is also of the opinion that the Bill will give an economic incentive to keep all land in its current state of usage whether it is agricultural or housing.In the new Act, unlike in the old one, the decision of the state to acquire land can be challenged.The need of the hour according to many industry experts is to decentralize the land acquisition and clearance processes. But now that all land acquisition needs the clearance of the chief secretary, the matter will head further towards centralization than decentralization, which can again be a set back and cause of delay for infrastructural projects like primary health centers, primary schools, dams, highways and power plants.Also the clause in the rehabilitation package that made compensation for land in form of land mandatory is not possible in a state like Maharashtra where land is already in short supply.займ на карту без отказов круглосуточновзять кредит онлайн
