NAREDCO Wants Government to Empower Architects to Approve Plans

naredcoNew Delhi: National Real Estate Development Council (NAREDCO) the autonomous self regulatory body established under the Ministry Of Housing And Urban Poverty Alleviation in 1998. At present the national apex body for the real estate industry has requested the Ministry Of Housing And Urban Poverty Alleviation to delegate building plan approval powers to practicing architects who are registered under the Council of Architecture. The aim is to reduce time taken up by clearances that are required to be getting for building plans.The powers will only be given to architects who have more than 15 years of experience. They will be allowed to clear building plans which should include area statements, plan and elevation at par with the balance sheet signed by the chartered accountants under the control of the Indian Institute Of Chartered Accountants.With the huge outcry reverberating in the real estate industry about the bounding of time for the delivery of projects, the developers complained that most projects are delayed because of requirement of approvals from different government departments. At present approvals for building plans have to be acquired from the Municipality Corporation or the Planning Authority. This may often prove to be a lengthy and time consuming process and developers are accused of using corrupt means to getting their plans approved. NAREDCO aims at decreasing the time required for acquiring approvals and controlling corruption. The council feels that if building plans are to be approved by architects then corruption can not only be reduced, it can even be eradicated. The municipality corporation only has to take up the task of monitoring the approvals that the architects are granting and this will immensely improve the time taken to get plan approvals.NARDECO is hoping that the process will minimize the oppositions that the new Regulatory Bill is facing.Sunil Mantri, Vice President of NAREDCO said, “As the government is now looking at bringing in more and more transparency in this sector, this would be the right time to allow the building plan approval through Architects having 10-15 years and above experience. Further, the approval of the building plan should be uploaded on the website – a leaning towards transparency – to be accessible to the public. We strongly believe there should not be any harm in allowing approval of Building Plan at par with chartered accountants signing of balance sheets and representing to income tax department/tribunals.
