The Lucknow City Municipal Corporation (LMC) has achieved a milestone by identifying 80,000 properties that are unregistered in past 3 years. These identified properties will now add to the tax net. The official said that this is the first time that so many unregistered properties have been identified in the city.According to earlier statistics, the city recorded an average of 5,000 to 10,000 unregistered properties but since 2010, the statistics have completely changed. Out of the total count, over 60% of the properties are old residences which are not registered due to various reasons and only 5% of them comprise of commercial properties. Therefore there is no scope of extensive increase in the revenue. The 5% of the commercial properties can only earn big revenue. In fact the residential units are mostly the Lower Income Groups (LIGs) or economically weaker sections (EWS) therefore much tax collection cannot be expected from this section. But still the municipality corporation is happy as they were able to identify such a huge amount of unregistered properties.In the previous fiscal year, Rs. 93 crore was collected by LMC as property tax. In 2012, it collected Rs. 91.5 crore and in 2011 earned Rs. 82 crore. LMC has also set Geographic Information System (GIS) which keeps the count of the actual number of housing units present in the city. But the system also records the plots or undeveloped homes that are yet to be entitled for property tax. It doesn’t even check for duplication of units. As this is not a good option, LMC did a general survey in the city.
