New Delhi: The Delhi government has decided to speed up the Master Plan Delhi (MPD) 2021 but once officials got onto the project it has become quickly evident that for any sort development the norms should be relaxed for the regularization of 1,639 colonies.The state urban development has requested an “as is where is” method to regularize the colonies because to regularize them in any other way will be almost impossible. This has become inevitable due to the large changes in ground reality between 2007-2008 when the applications were first submitted with the RWAs and now. The number of plots has now changed. The boundaries for these colonies have been fixed based on surveys and 50% built-up area in 2007. But these are not applicable anymore. Many of the plots are less than 32 sq mts which is much less than the MPD 2021 requirement and the plots cannot actually be made bigger as many of the colonies have roads narrower than 6 mts which is also another MPD original requirement.The MPD department now feels that the layout plans of the colonies have to be changed to be approved. Delhi urban development secretary wrote a letter to Sudhir Krishna, his central counterpart about a fortnight ago to say that the state needs to change the norms of MPD 2021 to smooth the progress of layout plans made by the municipal corporations in colonies which fail to meet the current norms.”Existing ground realities cannot be ignored. Hence the MPD norms may require relaxation,” RK Srivastava has written.
