Lack of awareness and problems like inefficiency in the calculation of stamp duty are said to be factors behind this tepid reaction. A deemed conveyance is a document of proof for flat owners over the land. Every owner of an apartment owns a part of land where it has been built. It is also the responsibility of a builder to deliver the deemed conveyance once the cooperative housing society is formed.The root trouble is that the flat owners still haven’t formed the cooperative society, which crowns the buyer of a flat with the ownership of land. Other bottleneck is the calculation of stamp duty where the societies that have already registered long back have to pay stamp duty according to current ready reckoner rates for obtaining conveyance deed.
