Pune: Bangalore based NGO Janagraha conducted a survey which ranked Pune on the second place in quality of life whereas it remained last in planning and design. The survey was conducted on 11 tier 1 and tier 2 cities of India which analyzed the situation of the city system. The NGO used New York and London as the benchmark cities to compare with for the survey. Indian cities couldn’t even pass the 5 point mark out of 10 whereas New York and London secured 9 and 8 points respectively in urban design. The surprise was that Kolkata shared the top positions with New York and London in urban planning and design.NGO performed this survey on four parameters; urban planning and design; urban capacities and resources; empowered and legitimate political representation and transparency; and accountability and participation. The examination of cities was done depending on two parts; one ‘The Annual Survey of India’s City System’ and other ‘Voice of India’s Citizen (VoIC) Survey’ on quality of Life in the city.Among the 11 surveyed cities, Pune was the only city which was not covered by Metropolitan Spatial development Plan which resulted in lack of institutional structures for planning. While only Delhi had the ward development plans for the city which impact a lot on sub-local planning, though Delhi was the last positioned on the VoIC’s survey for quality of life. Pune acquired second place coming behind Surat, while Ahmedabad, Mumbai shared third and fourth rank respectively.Although Pune is a fast growing city with high potentials in terms of urban capacities and resources, it has been declared as the worst city for planning and designing. With weak powers of taxation in Pune has secured 3rd position in urban capacities and resources because of its relatively better per capita spending and staff capability.
