Noida: The UP Registrar of Firms, Societies and Chits has issued orders that only original flat owners will be allowed to become members of the apartment societies in which they live. Many owners of multi-story apartment housing societies in Noida and Ghaziabad had been complaining for long about non-flat owners being allowed to become member while flat owners are being overlooked causing problems in the administration of different affairs.Residents had complained that non flat owners and outsiders have been continually receiving grants for membership in apartment societies creating hurdles in daily matters and inconvenience for actual flat owners. Alok Kumar, Vice-President of Federation of Ghaziabad RWAs said that even tenants had been given membership in the societies and this has created a terrible chaos in management. Outsider who received membership had been known to try and manipulate people during elections. Residents had been complaining that all the mismanagement had been a result of the total disregard of the situation by the Registrar’s office.Complaints had also been lodged by residents saying that several apartments had already formed societies by awarding memberships even before the residents had moved in take possession of their flats. As a result most flat owners did not have any say in the affairs of the society as they had never been allowed to join the association. As a solution to this problem, the UP Registrar has issued an order to the Resident Welfare Associations (RWAs) that registration of membership to societies can be started only after 33% of the total number of residents have moved in to take possession of their apartments.However residents who had been supporting the cause of the UP Apartment Act had been disappointed as the Apartment Act has not been implemented.
