50 Projects Detained Due To Flouting Of Environmental Norms

plantMumbai: The Union Environment Ministry had passed a memorandum in December, 2012 issuing stricter actions against breaking of green norms. Within two months the state environment panel has detained at least 50 projects which had started construction without an environmental clearance.Most of these projects are in the Mumbai metropolitan area. They are either residential or a combination or commercial and residential projects. They are scattered around the localities of Thane, Borivali, Santacruz, Bhandup, Powai, Ghatkopar, Vikhroli and Dahisar. Some of the builders whose constructions have been stalled are the Neelkanth Group, Vijay Grihanirman and the Life Housing Development.The Chairman of the State-Level Expert Appraisal Committee for the Mumbai metropolitan region Ravi Bhushan Budhiraja said, “The number of cases of violations and subsequent delisting of proposals has suddenly risen because of this office memorandum. The central government is keen that proper action has to be taken for violations, so we have been told not to appraise the proposals at all and directly send them to the authority for further action. Also, now in the event of any violation, the project proponent will be facing prosecution and not just a penalty.”Previously breaking green norms was not counted as such a big offence and regulations were much slacker. Appraisal of the project was done by the state expert appraisal committee. If there was any violation of the green norms, they would only recommend for acquiring clearance. The committee included a note in the appraisal which mentioned that norms have been flouted. The rest was for the higher authority to look into. To get an environmental clearance the company undertaking the project would have to appear in front of the board and submit a written assurance promising the norms will not be flouted again.But apparently this method was not going to well as far as environmental conservation was concerned. Now As per the memorandum, the state government can initiate legal action against a company which has flouted the environmental norms during an ongoing project. The environmental clearance of the project proponent will be cancelled and he will have to re-apply for the clearance. Then he will have to wait his turn for the appraisal. The entire process may require as long as six months. The project proponent will also have to submit a written assurance to its board of directors promising that such an error will not be repeated in future. Considering the hassle and the substantial amount of time loss that the company will undergo in the process, hopes are that the flouting of environmental norms will lessen.  займ на карту без отказов круглосуточновзять кредит онлайн
