The authorities of Housing Infrastructure Development Corporation (HIDCO), Kolkata have listed 16 empty plots in New Town, Rajarhat that were distributed to the citizens in the year 2009 or before that. According to a decision taken by the city government, once the plot gets allotted, it can remain vacant only for maximum of 6 months time and not more than that. In addition to the legal actions that the authorities may take against these identified allotees, they have also started estimating penalty amount that would be 10% of the full amount per year of delay.In the previous board meeting, the authorities declared that in case of commercial plots which remained unoccupied for five years or more than that period would have to pay 10% of the total land amount for each delayed year as penalty fees. A survey was conducted by a committee which was led New Town Kolkata Development Authority (NKDA)’s chief architect. The committee checked the physical condition of these vacant plots and submitted a complete report which stated that in most of these commercial plots, the construction or pre-construction process have already being commenced.The report also mentioned that despite of the plots being allotted in or before 2009, some of them are still unused, no activity is taking place there. 16 such plots have been shortlisted against which action would be taken in Phase 1. Most of the plots that were allocated were for carrying out commercial activities like educational institutes, hospitals and other such public services.HIDCO has sent notices to these allotees, earlier but their response was not so positive.
