conservation-zoneNew Delhi: Now construction activities can be carried on in the eco-sensitive zones of NCR as the Government of Haryana was able to remove the restriction from the revised NCR regional plan which is in the final phase of getting notified. If the alteration gets accepted then all the four state governments in NCR will get more open areas such as Aravalis and Yamuna riverbed for construction activity though mandatory approvals may still be required. The original regional plan for NCR 2021 has a clause that curbs construction activity in the conservation zones. The elimination of the restriction came in to focus when an RTI application permitted green activists to access files related to NCR plans.According to the minutes of the meeting held at the NCR Planning Board, Financial Commissioner and Principal Secretary of Town and Country Planning Development, Haryana government said that natural conservation zone [para 17.5.3 (iv)] relating to regional/ recreational activities], restricted construction of 0.5% may get eliminated. The main reason for the change is to allow the construction of a mega tourism complex at Mangar Forest off Gurgaon – Faridabad road. NCRPB apex committee comprising of Union Urban Development Minister and chief ministers of Delhi, Uttar Pradesh, Haryana and Rajasthan have approved the revised regional plan. The same draft plan also highlight the concern about the declining green zones in NCR and suggests that more areas should be brought under green belts.
