Bhubaneswar: Builders in Bhubaneswar are having a tough-time as BDA (Bhubaneswar Development Authority), recently decided to stop the conditional approvals of the building plans of high residential complexes before these projects get approval from other authorities such as fire department, Bhubaneswar Municipal Corporation (BMC) , Airports Authority of India (AAI) etc.BDA issued an official order stating that conditional approval shall be restricted to onsite as well as offsite infrastructure development without the clearance of the main building plan for 3-storyed and above constructions.BDA Planning Member said that they have decided to eliminate the conditional approval because many builders raised structures with this provision but failed to get clearances from the related agencies. He further said that whenever the developer applies for the approval to BDA, the agency would examine the documents and if it meets the requirements of Planning and Building Standard Regulation- 2008 which directs the building norms of the city, BDA will then contact the builder as to provide the clearances and No Objection Certificate (NOC) that are necessary. The builder can start construction only after presenting all the required information and getting final approval from BDA.However builders are not finding this new move effective as they believe that this would delay the construction process. Getting clearances and approvals will take much time which may affect the real estate growth. It would be requisite for the builders to get 5 to 6 clearances and NOCs from the civic body.
