Town Planning Experts Prefer Town Planning Schemes to Development Plan

punePune: Pune Municipal Corporation has been working on the new development plan from the past few months. The previous Development Plan (DP) was submitted in the year 1987 and in the past 25 years PMC had failed to execute the developments in the city according to the plan.Town planning experts, NGO’s, Civic and many political leaders are demanding that PMC should go for town planning schemes instead of the New Development plans. Town planning experts are saying that the town planning schemes are more beneficial than that of the development plans in Old Pune.According to the development plan PMC has reserved land for the civic amenities and they have to spend crores of rupees for the acquisition of these lands. In the past 25 years out of the 1000 hectares of land reservations only 134 hectares of land was developed by PMC and this failure was attributed to the process of land acquisitions.The basic concept of town planning schemes includes the land pooling under different ownerships and redistributing it in a new reconstituted form with deduction of land required for open spaces, social infrastructures etc. This process avoids complications in land acquisition process and gives civic administration freedom to develop the land with full control over design and timing.Town planning schemes are mostly the joint ventures between local authorities and the owners of the plots who voluntarily agree for land pooling.
