Pune: The development plan of the city is expected to be sanctioned this year, almost 6 years late. The agenda of DP is now made available to the citizens for suggestions and amendments; however its last date is 27 April 2013. Duration of only 1 month was given to follow the plan, but the question is: if it’s already late, why this haste now? Does the state government think that the population of the city that works day and night will go through it in just one month? This is clear that government is not taking the audience suggestion seriously and this show period is just a gesture.Here are few issues that must be noticed:
- Urban Development Plan Formulation and Implementation (UDPFI) Guidelines are the first ones to be followed while taking any steps for development. The mark it sets is to be followed in the development plan. However there is decline in the allocation of commercial spaces which will increase the prospects of encroachments (mainly the footpath areas and can cause street crowding).
- The recreational area including playgrounds and gardens are given less preference and the allocation percentage has been dropped.
- The residential area allocation is usually furnished around 20 years late everytime so what can we expect now? Or shall we wait for next 20 years to unfold.
- The Pune metro plan is itself troubled. People comment that Pune doesn’t qualify to have one because of its area as well as density. Lesser faith in bus transport and increase in private vehicle question the point of metro.
- Also one more point is that the development plan says that the metro influenced areas are to be given FSI of 4 because heavy growth is expected around a certain perimeter. This is almost like a pipedream because even metro is going to come or not, lord knows.
- For middle class urban housing, redevelopment of old housing stock is a necessity now. However there is no mention of any incentive for redevelopment.
- A DP must have a vision. But the Pune development plan lacks that. There is an issue of waste and energy in city. The question here is why the new plan doesn’t accept the helpful technologies that help conserve energy.
