New Delhi: The recent Economic Survey has already shown that building development prices rise by 40% because of delays in the government clearances. A single window clearance model has therefore been propositioned by a panel which had been looking for a solution and into making the process faster. This panel had been set up last year under former Competition Commission of India chairman Dhanendra Kumar. But the environment ministry for now has withheld from agreeing with the decision.All real estate projects over 2, 00, 000 sq. ft. built-up space require clearance from The Ministry of Environment of respective state governments. The state government department follows the guideline laid down by Ministry of Environment and Forests under the central government while issuing clearances for buildings. The guidelines fix the time for granting an environmental clearance as within 210 days from the time the submission of the proposal to the ministry. The final decision is to be issued 45 days after the expert appraisal committee passes its recommendation.According to national president of the Confederation of Real Estate Developers Associations of India (CREDAI) Lalit Kumar Jain, 20-30% 0f the cost escalation that contributes to the 40% rise in cost of project development can be attributed to the delay in acquiring an environmental clearance.Large projects need clearance from Airport Authority of India (AAI) besides needing an environmental clearance. This makes the process even more time consuming and costs due to delay rise further. The Ministry Of Environment And Forests has however steadfastly stayed away from every meeting of the panel.Ajay Maken, Minister for Housing and Urban Poverty Alleviation thinks that this is a matter of concern and has promised to request the Ministry Of Environment to reconsider the proposal for a single window clearance mechanism for realty projects.But the Ministry of Environment And Forests is not on the same page with the panel’s decision. A senior environment ministry official said that the environment ministry is regulatory body and takes decisions based on the appraisal passed by a committee of experts. Therefore it cannot function like a promoter ministry. The officer added that it is not entirely the ministry’s fault that there are delays in clearance.
