Mumbai: The Maharashtra Government is about to revamp the process of payment of stamp duty for property transactions. Now instead of having to travel to a number of different offices to pay the stamp duty you can pay by going to any of the banks authorized by the government to collect stamp duty.The new system is applicable to property transactions where the stamp duty will worth Rs 5,000 or more. Anyone can make a stamp duty payment by going to a branch of the authorized bank, filling up a form with the details of the transaction and paying stamp duty. The customer will be issued an Electronic Secure Bank and Treasury Receipt (eSBTR), a digital receipt of the payment, after the details is recorded on an online database by a bank officer.The eSBTR will be much more secure than a traditional stamp paper though it will look and function like an old stamp paper. The stationery for the receipt will be cataloged on the database, which will help officials to track them. Registration fees can also be paid through the eSBTR system.Following the Telgi scam, the government had been more rigorous in guarding stamp paper against fraud. But even new systems of stamping and franking were being hacked or imitated. eSBTR will slowly replace the system of physical stamp papers and will be entirely secure against fraud. Lack of a central database system made it difficult to ensure the originality of a stamp paper. The system of eSBTR will be started first in Mumbai and Pune where property transactions over Rs. 5,000 or more are maximum in numbers. The traditional stamp vendors will also be made a part of the new system. The new system will save money for the administration. Banks will only be paid Rs 150 for each transaction whereas in older system the vendors had to be paid commissions.13 banks had been registered by the government to initially carry out the project.
