\"collapse\"<\/a>The current news of collapse of under construction residential building in Chennai has revealed the ambiguity in the building regulation system of Tamil Nadu state. The state does not possess any system which examines the structural stability of the under construction structures.The responsibility for approving building plans of key constructions is handed over to regulatory agencies, Directorate of Town and Country Planning (CMDA) and Directorate of DTCP and Chennai Metropolitan Development Authority (CMDA).\u00a0 The right to issue construction permits is settled with local bodies like panchayats, municipalities and corporations.\u00a0 The presidents of Panchayat are responsible to declare building approvals for the construction taking place in remote areas. Due to poor knowledge of modern construction requirements and lack of technical competency, the Panchayat committee fails to have a thorough check on this matter which unfortunately results in destruction. However according to the rules, it is their responsibility to monitor if the building is structurally secured.It is dangerous when due to carelessness such damage take place. According to a member of the high court appointed as the examining committee, the board had suggested the CMDA that the architects who design the structure should be appointed for looking after the structural safety. The committee also recommended that the architects should present the compliance report after every three months. Currently the regulatory as well as the local bodies are giving building permissions on the basis of other things, stability certificate presented by engineers.
