This certificate explains that the property is free from any obligations. However the Supreme Court has recently proposed that from now the sale of any <strong>freehold property<\/strong> can be processed without the NOC. The UT estate office that was supporting the necessity of NOC was asked to amend the rules if needed but NOC will not be required in any case for selling a freehold property.A freehold property is the form of property where the owner has full rights over it. The owner can sell, transfer, renovate or repair the property whenever needed.The UT authorities had said earlier that NOC ensures the transparency in transactions and prevent fraudulent sales of the property. However in reaction the SC body expressed that Chandigarh is already a planned city and generally most of the properties were sold keeping in the mind all terms and conditions that should not affect the plan of the city. They also said that the owner and buyer of the property must know the genuineness of the property and then only sell it.The benefits are ofcourse there for the buyers.
