The administration of Pune Municipal Corporation (PMC) has submitted the Pune DP in 24 years (last one being in 1987) to the City Improvement Committee (CIC). This DP also includes the proposal of allocating a higher FSI for redevelopment of old areas of the city, parking plots, old age home and parts of the city where the metro railway will run. The current rate of FSI, specified by PMC is 1.5 in old city areas (this includes all the peths). Because of the fast growing traffic problems of the city, PMC has also proposed new roads, tunnels and flyovers. The DP includes the metro railway plan.

 

The state government has offered a rate of 2.5 FSI for Mhada schemes. This not only creates a better and larger number of housing stocks but also helps in recovering construction costs. This change in the policy will help the authority get large land and attract land owners by because of its better returns and its affordable housing agenda.

 

Rajendra Nimbalkar, chief executive officer, Mhada, Pune region said “Purchase of private land at market rate was part of our guidelines, but it was rarely exercised as the authority relied on buying government owned land for the projects. Government owned land is used for housing projects, developing other infrastructure or remains unutilized due to some disputes. Shortage of land forced us to change the policy towards land purchase and follow land purchase and follow the market rules”.

 

The state government has increased the budget for Mhada’s Pune region from Rs 15 crore to Rs 150 crore for utilization before March 2012. And the for 2012 the allocation is Rs 390 crore, Rs 300 crore of which is set aside for purchase of land in the region.

“The real estate sector prefers to do business without pressure and with support of the regulator. We need the regulator to prevent fly-by-night operators from entering the business. We need it to protect customers. We do not want License Raj and want to be allowed to do business smoothly”, said Credai Chief Lalit Kumar Jain. He also mentioned,“The government regulatory bill will not only kill the enthusiasm of the builders but also prevent creative and visionary people from coming in to this business. What we need is regulation and planned development in the sector to ensure sale of immovable properties in an efficient and transparent manner.”

 

“The current regulatory bill does not take care of the delay at the top level authorities which completely defeats its purpose.” Jain said. He also said that the regulatory bill is more like a Public amusement and developers’ harassment bill.

 

Jain mentioned that the current system of multiple clearances consisting of 40 departments not only increases the costs of the projects but also delays them. He suggested that the government should introduce a single window system in this sector. The regulator must avoid the delays caused by factors out of the developers’ control.

 

Jain said “as there are technologies and planning tools that make it possible to construct structures that take into account all the safety and security needs of any locality”. There is a need to computerize the operations of all government departments that work in this sector and check for corruption.

The rise in interest rates will be passed on to the borrowers by the banks as it may not be able to absorb the hike in the rates by RBI. The rise in repo rate by 50 basis points will increase the cost of borrowing and will be difficult for both the builders as well as the home buyers. The rise in home loans will have a deep impact on the middle class buyers as the EMI will shoot up or the loan tenure may extend which will affect their monthly budget. Fresh home loans will be expensive which will make the new home buyers think twice before buying. This will in turn affect the demand for buying a property and might see a low demand for new housing projects.

This will provide an income-generating opportunity to SHG.

The Magarpatta Township Development and Construction Company management is in talks with farmers from neighboring areas like Baramati, Daund and Saswad from where the vegetables could be supplied directly from the farm to Magarpatta, states Mr. Satish Magar, (Managing Director Magarpatta Township Development and Construction Company). The idea is to get few SHGs to come together so they can supply huge quantity of fresh vegetables and provide wide range of vegetables to Magarpatta residents. The SHGs will start supplying vegetables for the next couple of months to test the market and response. The township will provide a launch pad and also provide infrastructural support to SHG. It would be a challenge to maintain lower prices than the existing retail market and regular supply of fresh vegetables to the residents of the township, adds Mr. Satish Magar.
